E&T VISION

   Our vision is to promote pathways to economic liberty for individuals and families working to achieve economic self-sufficiency. Employment and Training will administer effective programs that have at their core the goals of enhanced employment opportunities and entrepreneurial sustainability.

E&T MISSION

   The mission of Employment and Training is to provide services and administer programs that increase the employability skills of individuals and families thereby promoting self-sufficiency and social inclusion.

   Welcome to the pages of WestCOP's Department of Employment and Training. The Department of Employment and Training administers a system of workforce programs that prepare Westchester county residents facing economic disadvantage, job loss, and other serious barriers to employment for participation in the labor force. These programs provide high support training and other services that result in increased employment and earnings, increased educational and occupational skills, and decreased welfare dependency.

   WestCOP's department of Employment Training is one of Westchester's leading employment and training programs, providing job training to improve the lives of the neediest members of the community, high school dropouts, welfare mothers and immigrants. We are working with private sector collaborators and non-profit partners to build and protect the Westchester workforce, to improve educational outcomes for Westchester students and to provide safe working and learning environments.

   We are committed to creating and improving pathways between school, training and employment so that all Westchester residents have the opportunity to actively participate in the future of the County. Westcop's E&T department is designed to improve the quality of the workforce as well as the counties competitiveness in a global economy.

   The challenge ahead for the Department of Employment and Training is to support lifelong learning for all Westchester residents and prepare and skill a workforce capable of keeping pace with the changing labor market. E&T provides and promotes an environment of lifelong learning and employment and training pathways and opportunities to meet these challenges head on in the following ways:

   Westcop's E&T six key priorities :

  • To develop ongoing effective and innovate employment strategies and initiatives and provide strategic advice on employment matters to Government, industry and the community to maximize current and future job opportunities for Westchester residents .
  • To build the Westchester workforce
  • To protect the Westchester workforce
  • To Improve educational outcomes for at-risk students
  • To create strategies for entrepreneurial opportunities
  • To assist E&T program participants with development and capacity building.


Services

Wheels For Work ( Loan)

Assist unemployed people with the promise of a job, who lack transportation, and underemployed people who are imminently at risk of loosing their job because of transportation issues, to purchase, to insure and to maintain a vehicle.

  • Income Eligibility- 200% TANF
  • Residency- Westchester & Putnam Counties
  • Documentation required for service - pay stubs, proof of residency, proof of a minor child under the age of 18, proof of employment or hire, referral letter indicating need from other human services provider.
  • Limitations- one time only.

Wage Subsidy

Promote hiring, training, job growth and also encourage retention of employees by providing reimbursement of payment of wages (up to $12/hour) and fringe to employers for pre-agreed upon trial period (average three months).

  • Income Eligibility- 200% TANF
  • Residency- New York State
  • Documentation required for service- proof of income, proof of minor child under the age of 18 and proof of residency.
  • Limitations- subsidy period may not exceed six months.
IRS Tax Information
  • Provide educational workshops and seminars within the work environment for low-income wage earners about benefits derived from the Earned Income Tax Credits (EITC) Programs.
  • Provide tax preparation referrals and also legal assistance to low-income taxpayers in controversy with Internal Revenue Service.

All programs listed above provide additional resources designed for individuals for whom English is a second language.

Yonkers After-School Computer Lab

Offers economically disadvantaged youth in Yonkers the opportunity to develop computer skills and knowledge in a positive, constructive environment.

  • Income Eligibility- none
  • Residency- Yonkers
  • Documentation required for service- proof of address
  • Ages 12-18
Westchester Learn & Earn

Assist young adults to increase their options to successfully seek, secure and retain meaningful unsubsidized employment, obtain a secondary school diploma or GED; enter post secondary or advanced training programs.

  • Income Eligibility – WIA eligibility
  • Residency- Westchester County (excluding Yonkers )
  • Documentation required for Service- pay stubs or proof of public assistance, proof of residency, proof of age, selective service registration and proof of family size.
  • Age – 19-21
  • Other Eligibility- high school drop-out or graduated functioning below grade level by 2 years or have other barriers to employment.
Yonkers Learn and Earn

Assist in and out-of-school young adults to increase their options to successfully seek, secure and retain meaningful unsubsidized employment, obtain a secondary school diploma or GED; enter post secondary school or advanced training programs.

  • Income eligibility-WIA eligibility
  • Residency- Yonkers only
  • Age-16-21 years.
  • Documentation required for service - proof of income, proof of age, selective service registration (over18) and proof of family size.
  • Other Eligibility- multiple barriers i.e. academic deficiencies, parenting teen, etc.
DSS Team Works

Assist family assistance recipients who are fast approaching and / or have reached the 60 month time limit obtain and retain employment, achieve self-sufficiency and thereby eliminate their need for public assistance.

•  Income Eligibility –TANF only

•  Residency- Westchester County

•  Documentation required for service- Westchester DSS referral

United Way Team Works

Assist the unemployed gain needed work readiness skills; successfully seek, obtain and maintain gainful employment; and achieve self-sufficiency

  • Income Eligibility- 200% TANF
  • Residency- Westchester County
  • Documentation required for service- or other proof of income , proof of family size, proof of residency.
